Flexible Spending Account
The Diocese of Raleigh offers the optional benefit of Flexible Spending Accounts (FSA) to employees working 30 hours or more per week. Eligible employees do not have to be enrolled in the health benefits plan sponsored by the Diocese of Raleigh. Flexible Spending Accounts allow eligible employees to use pre-tax dollars to pay out-of-pocket expenses incurred for healthcare or dependent care. The FSA Plan for the Diocese of Raleigh is administered by ADP on a calendar year basis.
There are two components to the diocesan Flexible Spending Accounts:
- Health Care Account: Eligible employees can set aside pre-tax dollars through payroll deduction to pay for out-of-pocket healthcare expenses incurred for themselves or any eligible dependents(s). There is an annual maximum amount allowed per calendar year. 2012: $5,000
- Dependent Care Reimbursement: Eligible employees can set aside pre-tax dollars through payroll deduction to pay for out-of-pocket expenses incurred for child care or adult care. Maximum amount: $5,000 annually (IRS Ruling)
Enrollment in the Flexible Spending Account Plan
- Eligible employees may enroll in the plan when hired. All contributions to the plan must be payroll deducted. An ADP Flexible Spending Account Enrollment Form must be completed and submitted directly to the Benefits Department at the Diocese of Raleigh.
- Eligible employees will be able to renew their Flexible Spending Accounts on an annual basis in December for the upcoming year. A new ADP Flexible Spending Account Enrollment Form must be completed each year by any qualified employee who wishes to participate in the Flexible Savings Account plan.
Filing Claims for Reimbursement
- FSA Stored Value Card:
- The stored value card appears the same as a Visa credit card.
- With the FSA Stored Value Card, participants will be able to pay for qualified health care and dependent daycare expenses at the point of purchase, therefore eliminating the need to submit reimbursement requests for expenses.
- Participants may be required to provide receipts as substantiation for their purchases. Therefore, participants should continue to save all FSA receipts. ADP will contact the participant directly if documentation is needed.
- Stored Value Cards will be automatically issued to all FSA participants. The stored value cards are good for 3 years providing the participant enrolls in the plan each year. If a Stored Value Card expires, the card will be good through the last day of the month of expiration and a new card will automatically be issued. PLEASE NOTE: Participants are not required to use the Stored Value Card but are given the option as a convenience.
- An employee can opt to file manual claims for FSA reimbursements at any time during the year. All claims for any given year must be submitted no later than February 28th of the following year. The ADP Health Care and/or Dependent Care FSA Claim Reimbursement Form and all supporting documentation can be either faxed or mailed to ADP at the following:
